An Act Preventing Breed Specific Regulation and Restrictions on Dog Ownership

Section 1. {Local Restrictions on Dog Ownership interfering with property rights}

(a) Local governments, quasi-government entities or public housing authorities may not adopt or enforce an ordinance or a policy regulating the possession of a specific breed, restrictions on weight or size, of a dog.

(b) This act does not limit any local government, quasi-government entity or public housing authority from adopting an ordinance or a policy, respectively, to address the safety concerns caused by attacks on persons or domestic animals, placing further restrictions or additional requirements on owners of dogs that have attacked domestic animals while off the owner’s property or persons.
