Summary
This Resolution urges the U.S. Congress to repeal the 1993 4.3 cents per gallon increase in the federal motor fuel tax and the 5.5 cents per gallon fuel tax paid by railroads.
Model Resolution
Section 1. {Short Title} This Resolution shall be known as the Resolution to Repeal the Non-Transportation Federal Fuels Tax.
Section 2. {Model Resolution}
WHEREAS, recently, the price of gasoline and diesel fuel has risen dramatically; and
WHEREAS, the increase in the price of these fuels has put a tremendous strain on Americans on the middle and lower income brackets and the transportation industry; and
WHEREAS, in 1993 the U.S. Congress passed a 4.3 cents per gallon increase in the federal non-transportation fuel tax; and
WHEREAS, railroads were already subject to a 1.25 cents per gallon federal non-transportation fuel tax; and
WHEREAS, many members of Congress, both Republicans and Democrats, are in favor of providing relief to American motorists and the transportation industry by repealing the non-transportation fuel tax increase; and
WHEREAS, it is reliably estimated that driving costs for all Americans would be cut by a total of $4.8 billion per year if the 4.3 cents per gallon increase in the motor fuel tax were repealed; and
WHEREAS, the fuel tax annually adds over $200 million to the cost of rail transportation; now
THEREFORE BE IT RESOLVED, by the Transportation Task Force of ALEC that we urge the U.S. Congress to repeal the 1993 4.3 cents per gallon increase in the federal motor fuel tax and the 5.55 cents non-transportation federal fuel tax paid by railroads;
BE IT FURTHER RESOLVED, that suitable copies of this Resolution be delivered to the President Pro Tempore of the U.S. Senate, the Speaker of the U.S. House of Representatives, and each member of the {insert legislative body}of the State of {insert state}, and each member of the {insert state} congressional delegation
